S2341, the "Ensuring Safe and Toxic-Free Foods Act of 2025", overhauls how the FDA regulates substances that manufacturers self-certify as "Generally Recognized As Safe" (GRAS). This bill requires manufacturers to submit detailed safety documentation, including cancer, reproductive, and developmental toxicity data, before a substance can be marketed as GRAS, and gives the FDA authority to object if the evidence is incomplete or an expert reviewer has a conflict of interest.
